Dr. Yousef W. Sabbah is an Associate Professor of Information Technology and Cybersecurity, currently teaching in Birzeit University's Cybersecurity Program (Faculty of Engineering & Technology) and serving as Secretary of the Board of Trustees at Al-Quds Open University (QOU). He holds a PhD in ICT from Cairo University (2012), an M.Sc. in Computing from Birzeit University (2005), and a B.Sc. in Computer Engineering from Baghdad University (1997). His work spans network security, cryptography, authentication systems, secure e-examination platforms, and national digital-transformation policy — including authoring Palestine's National Digital Transformation and Cybersecurity Policy as a consultant to UN-ESCWA for the Ministry of Telecommunications and IT (MTIT), approved by the ITU and the Palestinian Council of Ministers in 2020.
